Our group is looking for a seasoned Technology Manager to join our growing team in London. This particular role will sit within Compliance Risk Technology group based the US and have local alignment into the regional technology team.
The EMEA region is undergoing a rapid transformation in the compliance, risk and regulatory space driven by both regulatory mandates and the ambition to grow the business. The composition of business areas in EMEA covers a broad spectrum including Fixed Income and Rates Sales and Trading, DCM, ABF, Subscription finance, M&A, Equities Sales and Trading, Investment Solutions, Commercial Real Estate, Financial Institutions, Corporate Banking, payments & Treasury Management. The diverse businesses are supported by a matrix of systems and applications, mostly hosted and managed in the US.
The International Compliance Risk Technology Lead role will be responsible for hands on application (Compliance, Risk and/or Finance platforms) and technology service ownership and execution/support with troubleshooting and resolving operational and technical platform and business process issues/incidents.In addition, the role will be responsible for interpreting and centralizing requirements received from multiple international compliance lines of businesses/disciplines and determine the impact of these requirements that will be imposed on technology.Candidate should be able to leverage their expertise on international regulations (MAD, MAR, etc.) and the regulatory environment within the banking/capital markets/finance industry and experience in technology to determine, recommend, deliver and manage solutions that are in line with technology's targeted operating model.
Additional responsibilities will be executing against the Compliance Risk Technology Strategic plan to ensure solutions are holistic to all compliance requirements, remediate potential risks to overall compliance risk programs through technology deliverables and implement next generation future state capabilities and to champion a centralized process across all areas within the firm. This will include the navigation and oversight of the application lifecycle management components, adherence to third party risk management policies and the overall management of both internal and vendor based technology solutions. Knowledge of, but not limited to, trade and electronic communication surveillance within an international compliance framework will be critical for success.
The success of the role will require developing and establishing strong partnerships and collaborate with multiple technology and business partners to ensure that requirements are clearly understood and the solutions provided/recommended meet all strategic goals. These relationships will be established across the board with the application development/support teams in the US, the local business groups, COO, compliance and risk functions and act as the single technology point person for all compliance risk technology concerns. Having a strong local technical presence will ensure that the business needs and requirements are well understood, solutions engineered with the strategic architecture blueprint in mind and in close collaboration with the application development teams to minimize/eliminate the use of manual procedures, and deliver cost effective & quality solutions/technology deliverables in a timely manner.
The successful candidate will be dynamic and have hands on compliance risk technology experience across a broad spectrum of business groups and EMEA regulations (MAD, MAR, STOR etc.), working in an agile environment coupled with excellent business analysis & communication skills, stakeholder management as well as solid project/portfolio oversight track record in a matrixed managed environment.

Hands on technical management of multiple technology deliverables across business lines working with different development teams (internal and external) in all aspects of the development life cycle including application development, maintenance and support.
Manage third party vendor relationships and adhere to all third party risk management policies and procedures.
Navigate and educate business partners on the technology processes and set meaningful expectations for all key stakeholders.
Devise a robust governance and reporting mechanism aggregating platform service metrics for the critical systems and application as required by regulatory framework to demonstrate oversight and governance.
Understand and document the application and system landscape, inter-dependencies on critical systems, strategic roadmaps and planned changes for the front-office, middle-office and operations functions.
Create strong relationships with the application development, platform support and technical project management teams in the US and in EMEA.
Establish a robust engagement model with the local business partners to understand technology service requirements and applications needs.
Drive the co-ordination of various business technology deliverables related technology planning and implementation in region, with particular focus on ensuring transparency around strategy and implementation status for the agreed solutions. Develop maturity in project reporting, including financials.
Help to develop most optimal business aligned solutions and technology products with cost, quality, innovation and time-to-market in mind.
Effectively facilitate meetings, demonstrate brainstorming/consensus building skills, and interact with executive level project sponsors and support functions (Compliance, Risk, Finance, Tax, Audit etc.)
Help to gather and analyze business requirements, determine complexity and resourcing needs.
Resolve technology project delivery issues, track key project milestones on all technology deliverables
As the senior technology lead and supervise and mentor junior members of the team as/when required.
Market Skills and Certifications
Demonstrable period of hands-on technical experience with compliance, regulatory, risk technology platforms and related project/programs - at a global level
Hands on compliance risk technology experience across a broad spectrum of business groups and EMEA regulations (MAD, MAR, STOR etc.) in a financial institution
Full scale lifecycle management experience in large or multiple technology development efforts in large scale organizations.
Notable and recent engagement in third-party solution providers in the Compliance, Risk and related regulatory technology.
Experience in analyzing business process flows and impact to regulatory compliance, as well as experience of platform integration and data transformation efforts.
Deep understanding of a complex application landscape and ability to abstract key solution patterns to seek synergies across the portfolio
Strong and proven direct stakeholder management across teams and geographies.
Demonstrable experience in working closely with Compliance, Risk, Finance and front line business groups.
Extensive experience in technology delivery and relationship management within the financial sector with demonstrable experience of managing multiple technology deliverables concurrently.
Ability to collaborate with business and technology teams to understand requirements and share with the technical team.
Strong data analysis skills and experience - able to use tools such as Excel to analyze large volumes of data to find correlations, variations and anomalies.
Exhibit strong leadership and communication skills (verbal and written). Excellent documentation skills with the ability to articulate complex topics in a concise and articulate
Ability to be proactive and clearly escalate when risks or issues arise, natural problem solver.
Manage a team of technical team members (technical Bas and support staff) in a matrix managed environment, if/when required
